As noted by Oleg Petrenko, the state cannot allocate money for absolutely everything. However, all emergency medicine covers absolutely everyone, regardless of the declaration. Getting primary care is also free, and all that is required from the patient is to choose a doctor and sign a declaration with him. At other levels, in the direction of the selected doctor, guaranteed services will be free.
There is no need to pay for services from a positive package, but everything that goes outside it is at the patient’s expense. This applies to both medical and non-medical services. For example, in the first case it is electrophoresis, massage and aesthetic services, and in the second – improved nutrition, a single room with a TV and the like. You will also have to pay for services that are provided at the request and initiative of the patient himself, and not prescribed by a doctor.

How to get to the desired doctor?
In order to get, for example, to a urologist, you must have a referral from a primary care doctor, that is, from your family doctor. If there is a chronic disease, then the urologist himself (or another appropriate specialist) can write a direction for the next appointment.
