What will the Russians bring in April? Who laws make life easier, and who will complicate, in our review.
Social pensions increase
From April 1, social pensions will be indexed by 2%. The increase will affect almost four million Russians, whose pension is below the subsistence minimum. On average, the increase will be 182 rubles, and the average social benefits amount to 9,266 rubles.
Seniority retirement allowed to "buy" through the Internet
On April 2, another change regarding pension contributions comes into force. Russians will be able to apply for voluntary transfer of contributions to the Pension Fund online without visiting the FIU. This is true for those who do not work in companies that list contributions for them (the so-called self-employed).
To start paying contributions for the calculation of the experience, you need to submit an application through the "Personal account of the insured person" on the website of the FIU.
Recall that only those who have reached retirement age, earned the necessary work experience (this year – 10 years) and the required number of retirement points (this year – 16.2) receive the right to an old-age insurance pension. At the same time, the last two requirements can be met only by those who receive a white salary and for whom employers deduct contributions to the Pension Fund. The rest, for example, working abroad, officially not working, not registered at the labor exchange, can transfer contributions to the Pension voluntarily.
Getting a loan without collateral will be more difficult.
The Central Bank is concerned about the pace with which Russians are lingering in loans. To slow down the process, from April 1, surcharges to consumer credit risk ratios increase. Moreover, quite significantly, by 30 percentage points.
And now unsecured loans worth between 10% and 30% per annum are more difficult to obtain: with an increase in risk ratios, banks will more often refuse to provide loans.
New values of the allowances to the risk ratio from April: with the full cost of the loan 10-15% – 50, 15-20% – 70, 20-25% – 100, 25-30% – 130.
Making a CTP will no longer be a "lottery"
When a CTP is issued, drivers will be able to choose an insurance company for the purchase of a policy through the E-Garant system for electronic documents and the Single Agent for paper documents.
Until now, motorists had no such right, the choice of the company was automatically made by the system, so the process was akin to a lottery. All companies that have the appropriate license must be represented in these systems. The very number of CTP policies will be equal to the federal share of the insurer in the market for this type of insurance.
Rosmolodezh can block sites
From April 2 Rosmolodezh may make decisions about blocking sites where minors are involved in illegal actions that threaten life and health. By decision of the Ministry, such resources will be entered in the register of prohibited information.
Free medical nutrition for employees
By the order of the Ministry of Labor, the list of industries whose work gives the right to receive free preventive nutrition in connection with particularly harmful working conditions is being expanded.
In particular, the list of such works includes the production of lithium by the mercury method. Workers, managers and specialists directly involved in technological processes and production laboratories, repair, maintenance and installation of equipment, measuring instruments and automation equipment, repair and construction work inside industrial buildings, as well as degassing equipment, industrial premises and personal protective equipment.
Bonus-malus will be calculated in a new way.
For OSAGO contracts, a new procedure for accounting for the bonus-malus coefficient (KBM), based on the driver’s insurance history, will be applied.
The driver's KBM, information for which is missing in the automated information system OSAGO, is set equal to one. The value will remain unchanged throughout the year. If a car owner has several bonus-malus factors as of April 1, 2019, he will be assigned the lowest one.
In addition, the new system involves assigning insurance history to the driver and refusing to reset it during a break in driving: all the accumulated discounts will remain.
Exporting goods by rail will be easier.
From April 1, instead of copies of documents confirming the transportation of goods exported by rail, you can submit them to the FTS in electronic form. This facilitates the filing of documents to reduce the cost of export goods.
Risk-based approach to gambling
When conducting licensing control over gambling in bookmaker offices and betting shops, a risk-based approach will be applied. The following risk categories are established: significant, medium, moderate, low. Scheduled inspections, depending on the risk category, will be carried out with the following frequency: significant risk – once every three years; medium risk – no more than once every five years; moderate risk – no more than once every seven years. Licensees classified as low risk will not be scheduled to be checked.
April 1 will change the list of goods imported into Russia, for which the preferential VAT rate of 10% will be applied. The changes affected the importation of breeding animals, birds, eggs and feed (these items were excluded from the list), and the segment of children's goods (the list, by contrast, has expanded). Under a reduced VAT rate, for example, bed arenas.
Thieves in the law will add time
A new article appears in the Criminal Code introducing responsibility for the very fact of leadership in organized criminal communities. The “status” of a thief in law threatens with imprisonment from 8 to 15 years with a possible maximum fine of up to 5 million rubles.
Also participation in criminal gatherings is allocated in a separate part 1.1 of Article 210 of the Criminal Code. Here the punishment is imprisonment from 12 to 20 years with a fine of up to 1 million rubles. In addition, significantly (up to 3 million rubles) increases the fines for participating in organized criminal groups, and the minimum prison sentences increase from 7 to 10 years (now from 5 to 10 years).
