The situation with the drug supply for patients was discussed by a working group in the State Duma, the website of the Russian parliament reported.
The deputies examined issues related to the mechanism of public procurement and registration of drugs, as well as to providing citizens with medicines that are not registered in the Russian Federation, but are necessary for treatment.
– Participants in the discussions noted that this year several medicines were interrupted in several Russian regions for beneficiaries. The reason was the disruption of auctions: approximately 30% of them were declared invalid, they had to be re-run, the Parliamentary newspaper details.
Currently, a draft order of the Ministry of Health has been developed: the document amends the process of regulating public procurement. But the deputies believe that this is not enough. In order for medicines to reach patients on time, the rules of the law on public procurement must be changed. The legislators intend to introduce amendments to the existing documents in parliament in October. Experts will be involved in the development of new rules.
The second painful question is how the patient can get a vital drug, unregistered in our country.
– People are not interested in what problems there are with licensing of drugs. Our task is to make sure that these problems are resolved and patients and children receive the medicines they need, ”the Parliamentary newspaper quotes the head of the State Duma Committee on Health Protection Dmitry Morozov.
Parliamentarians propose the abolition of criminal liability for the use of such medicines – if there is a doctor’s prescription. And the Ministry of Health will have to develop regulations that will allow such medicines to be used. The deputies intend to accept all the necessary documents in October.
