Why didn't the law work?
Since January, a new law began to operate in Ukraine, but more than two months an organ transplant did not occur. Doctors refused to do such operations, because the base of donors and recipients was not formed (this was required by the law), and without it doctors would face criminal liability. Also, the work of transplant coordinator doctors who perform binding functions between the donor and the recipient was not adjusted.

What does the new law provide?
It allows you to perform operations without the Unified Information System of Transplantation, which must be created before the beginning of 2020. Thus created a transitional mechanism and transplantation will be carried out on the basis of information contained on paper.
The decision on transplantation will be made by a consultation of doctors. The law also increased the list of persons who could become bone marrow donors among close relatives, and provided an opportunity for family doctors to obtain consent for a post-mortem donation from potential donors.
Why does transplantation need to be reformed?
The previous law has never fully worked, there was no clear legal regulation of most of the procedures, a single database of people who need a transplant and a donor base. And organ transplants performed during the old law period were exceptions rather than rules. That is why the majority of Ukrainians in need of transplants go abroad for it. The closest thing possible for transplantation is in Belarus.
