The patient receives high-quality medical services, and pays – NSZU – National Health Service of Ukraine.
Therefore, since 2020, under the medical guarantees program, the NHA will pay 8,500 UAH for childbirth, 19,500 UAH for the treatment of one stroke, and 15,800 UAH for the treatment of a heart attack.
The program of medical guarantees will become an alternative to free medicine, because it will have a clear list of services guaranteed by the state and clear tariffs for institutions that conclude agreements of the NHA.
Ulyana Suprun “Patients do not have to pay for these services from their own pockets – they have already paid out of their taxes. Doctors will be able to get higher wages depending on the quality and quantity of services provided. "
A clear list of services that the medical guarantee program will provide will become known when the Verkhovna Rada adopts the budget for 2020.
It should include services of primary outpatient, inpatient medical care, as well as emergency, palliative medical care and rehabilitation.
The program will cover:
treatment of acute cerebral stroke; treatment of acute myocardial infarction; birth and neonatal care; endoscopic examinations aimed at early diagnosis of cancer.
According to the listed services, medical institutions will receive payment from the NHA at the priority tariff. That is, the patient will receive services free of charge in the direction of the family doctor.
From 2020, if necessary, patients will be able to receive specialized medical care if necessary from the following doctors: obstetrician-gynecologist, dentist, pediatrician, psychiatrist, narcologist. And also – in case of emergency.
If the patient turns to a specialist without a referral from a family doctor, these services will be paid at the cash desk at certain rates.
Specialist services will be paid at the box office
Now patients can get a number of services for free – at the level of family medicine.
"If the medical institution requires or will demand money for services already paid, you can contact the hotline 1677. The NHA has the right to terminate the contract with the offending medical institution, which means a complete loss of funding," Ulyana Suprun notes.
The ex-minister also recalled that in order to receive funding in 2020, hospitals must autonomize, become communal non-profit enterprises, connect to the electronic health care system, computerize and conclude an agreement with the NHA.
