Family doctors, general practitioners and pediatricians of those medical institutions that are connected to the electronic health care system and have a contract with the National Health Service of Ukraine (NHSL) begin to work with an electronic medical card. Such institutions of primary medical care more than 1200.

At the first stage, doctors will enter test information on the visits of patients to the electronic medical record. From May 2019, the introduction of a record of the patient's visit to the electronic healthcare system will be mandatory for doctors.
At the moment, patients will not be able to personally go into their electronic medical record, but there are plans to launch a personal patient’s office. If necessary, the doctor will be able to print out a consultation conclusion for the patient, where the reason for the appeal, the diagnosis, the prescription of treatment, or a referral for additional examination will be contained.
It is assumed that from the second half of this year, specialists in laboratories, polyclinics and consultative-diagnostic centers, who will start working with the National Health Service under the Free Diagnostics program, will be able to make entries in the electronic medical record. Since 2020, the hospital will be able to enter the information in the electronic medical record.
